OPINION: LA's Global Warning

Los Angeles's Department of Water and Power is facing financial trouble as the utility cannot repay a $73.5 million debt and residents face rate hikes of 9% to 28%. The source of these spiraling bills is an effort by the city to stem global warming through increased use of more expensive "green power." Unless AB 32 suspension passes this November, ratepayers across California could see similar increases to their bills.
