Santa Rosa --- Jon Coupal, President of the Howard Jarvis Taxpayers Association, will serve as Keynote Speaker at the Annual Membership gathering of the Sonoma County Taxpayers Association. The group will also be presenting the Spencer Flournoy Good Government Award to an outstanding public official at the event.
